Halla offshore wind power project is located in the economic zone adjacent to the cities of Oulu and Raahe. The area of the wind farm is about 570 km2, and its distance to Virpiniemi north of Oulu is about 52 km, to Hailuoto about 23 km, and to Raahe about 35 km. 

The project consists of at most 160 wind turbines, with an estimated annual production of about 12 TWh. This would cover more than 15 per cent of Finland’s power production (around 78 TWh) in 2023. 

The plan is to connect the offshore wind farm to Fingrid’s national grid at the Raahe, Siikajoki or Pikkarala substations. The close proximity of the Halla wind farm to Raahe could A new strong connection to the main grid is currently being planned for SSAB’s steel works in Raahe 

OX2 has been developing the Halla project since 2021 and filed an exploration permit application to the Finnish government in 2021. The permit was granted in January 2022 and enabled a start to be made on more extensive surveys of the seabed. Surveys were carried out during 2021–2024 and the permit is valid until October 2026. In addition, technical studies, such as wind measurements and mapping of ice conditions, have been carried out for the development of the project 

The environmental impact assessment (EIA programme) for the project was completed and available for viewing in autumn 2022, and the Centre for Economic Development, Transport and the Environment of North Ostrobothnia issued a statement on the programme in November 2022. The environmental impact assessment report (EIA report) for the project was completed and available for comments and statements in spring 2025. The report reviews the environmental impacts of the project in detail. What’s next? 

After the EIA procedure, the project development will wait for the Government's decision on the areas to be put out to tender for offshore wind power construction in the exclusive economic zone and for the tendering process to begin.
